The Children's Code
Here in Colorado, pursuant to 19-1-101, the purpose of the Children’s Code is to create a distinction between adults and children who are accused of violating the law. “The Children’s Code’s sole emphasis is on rehabilitating children, assisting them in becoming responsible and productive members of society…”. This is also encompassed in the Legislative intent located in 19-2.5-101(1)(b).
The Children’s code expressly recognizes the necessity of balancing the primary concern for protecting and nurturing young persons with the concern for the safety of all members of society. Id.
